ARLINGTON, April 6  — Myanmar recently joined the ASEAN Single Window (ASW), with the support of Nathan projects. Access to the ASW enhances the ability of Myanmar’s private sector to engage in trade at preferential tariff rates with ASEAN countries. Myanmar’s electronic exchange through the ASW will reduce the time and costs of processing the documents needed to qualify for ASEAN tariff preferences that facilitate trade within the region.

USAID’s Transparency and Inclusive Growth Activity, in partnership with the Myanmar Customs Department, hosted a well-publicized launch ceremony in Nay Pyi Taw on March 6th. The Union Minister of Planning, Finance, and Industry opened the ceremony along with USAID Mission Director Teresa McGhie. Approximately 80 government officials, and attendees for donor organization and the private sector attended the launch.

Nathan supported both the technical and legal development of the ASW, along with public outreach. The ASW links national electronic trade clearance systems and National Single Windows (NSWs) through a regional platform to exchange information on shipments and shippers. This exchange enables accelerated cargo clearance and lowers the cost of trade. Currently, all 10 ASEAN Member States are exchanging certificates of origin under the ASW. To date, more than 789,000 e-ATIGA Form D(864) forms have been exchanged through the ASW, including nearly 65,000 in February 2020.

Nathan has been involved with the ASW since 2006, providing support most recently through USAID’s ASEAN projects, the U.S.-ASEAN Connectivity through Trade and Investment (US-ACTI) program, and its follow-on, the ASEAN-USAID Inclusive Growth in ASEAN through Innovation, Trade, and E-Commerce (ASEAN-USAID IGNITE) program, as well as its Myanmar projects, the Private Sector Development Activity (PSDA) and the Transparency and Inclusive Growth Activity (TIGA). Nathan will continue to support the expansion of the ASW region-wide through ASEAN-USAID IGNITE and in Myanmar through TIGA to further facilitate trade within ASEAN.
