The Moldova Institutional and Structural Reforms Activity (MISRA) is a five-year project funded by the US Agency for International Development (USAID) that aims to improve the business, investment, and trade enabling environment in cooperation with the Government of Moldova (GoM) to respond to an unprecedented economic crisis due to the war in Ukraine, as well as to support Moldova’s economic recovery, including to: advance the GoM’s economic action plan; strengthen public economic governance institutions; improve transport, logistics, trade, and commerce; and accelerate financial sector reforms and inclusiveness; among other needs. USAID MISRA is also building the capacity of the GoM to better engage and strategically communicate its economic plan, progress, and results to the private sector, civil society, and the public. These activities include intensive support to select GoM institutions with institutional reforms, streamlined processes, and digitalization to improve transparency, accountability, access to information, and public services.



Job Description:

The international expert will be responsible for the following tasks:

·Meet, consult with, and present findings and recommendations to MIRD and other government stakeholders;

·Coordinate with MISRA and MIRD staff as required;

·Assess EU experiences in territorial and urban spatial planning and implementation of geospatial portals, preferably among 3-4 countries that are part of the European Spatial Planning Observation Network (ESPON);

·Recommend EU experiences and best practices in territorial and urban spatial planning for implementation of a geospatial portal and identify the most relevant EU country for a study visit;

·Develop a proposed roadmap for implementation of the NIS GPTP in Moldova, in consultation with MIRD representatives and other government stakeholders; and

·Provide recommendations for the development of the technical concept for the NIS GPTP in Moldova;

·Report on EU experiences and best practices in territorial and urban spatial planning for implementation of a geospatial portal and identifying the most relevant EU country for a study visit;

·Deliver roadmap for implementation of the NIS GPTP in Moldova;

·Provide recommendations for the technical concept for the NIS GPTP in Moldova; and

·Deliver presentation of findings and recommendations to MIRD and other government stakeholders.


Period of Performance: o/a March 27, 2023 – September 30, 2023

Total Level of Effort: up to 35 days

Position Location: Remote; two (2) one-week trips to Moldova


Qualifications:

·Minimum of a bachelor’s degree (masters or doctorate preferred) in in civil engineering, territorial planning, urban planning and development, spatial data, or related fields;

·Ten or more years of professional experience in spatial planning (territorial planning and urbanism) and spatial data;

·Demonstrated experience in developing and or implementation of geospatial portals on territorial planning and urban planning in the EU;

·Demonstrated knowledge of EU legislation in the field;

·Proven experience in conducting high-level consultations and reporting skills; and

·Experience working with USAID and/or other international donors preferred.
