The Ministry of Transport and Communications of the Sultanate of Oman to establish Oman Broadband Company (OBC) was developed as a new state owned vehicle to provide broadband telecommunications services to economically unviable areas.

Nathan was responsible for developing the company’s strategy, producing a business plan, hiring staff, acquiring appropriate licensing, determining prices and commercial agreement for the first set services. Through the following tasks, Nathan rendered regulatory advice and counsel with respect to commercial policy:

  • Built a high-level bottom-up cost model and financial model to assist in setting passive fiber products
  • Drafted commercial agreements to be discussed with service providers
  • Acquired necessary licenses
  • Contributed as necessary to the company’s strategy and business planning
