Nathan Associates helped Mozambique’s National Water Department and the Water Regulatory Council prepare proposals for institutional, regulatory, and financial support to be funded under a World Bank project.

We recommended institutional arrangements, staffing, cost, and technical assistance for an urban water and wastewater asset management entity; reviewed legal and regulatory arrangements required to establish the entity; coordinated municipalities in developing the entity; and developed a model and estimates of financial support required by water and sanitation service providers under the jurisdiction of the and wastewater asset management entity.

We also prepared a financial assessment and business model that analyzes the flow of investment necessary to support start-up and operations. We included an indicative model based on examples of operational costs in the National Water Department operated towns and assumptions on tariffs revenue in the towns and cities that MCC is expected to support in northern Mozambique.
