In 2003 the Mongolia Civil Aviation Authority (MCAA) launched the Civil Aviation Sector Policy Development Project with technical assistance funded by the Asian Development Bank and led by Nathan Associates Inc.

We provided Mongolia’s Civil Aviation Authority technical assistance in creating the vision, strategic plan, and policy and regulatory reform framework necessary to promote private participation in modernizing Mongolian Airlines’ aging fleet, airport infrastructure, and support services.

We analyzed the aviation industry, focusing on policy, regulations, provisions for private sector participation, and passenger and flight demand. We also identified the investment needed in the national airport system, formulating a policy and regulatory framework taking into account the scale and scope of investment requirements, and devised strategies for private sector participation.
