Managed by the DAI/Nathan Group, this project, known as BIZTAR, is improving Moldova’s business enabling environment by reducing the administrative burden on the private sector, streamlining tax administration, curtailing opportunities for corruption, and improving access to government information.

In November 2008, BIZTAR determined that Moldova’s poor performance on the World Bank Doing Business indicators for trading across borders was impeding economic growth and investment.

Nathan Associates is collaborating with the Moldovan Customs Administration (MCA) to evaluate customs effectiveness and develop plans to improve risk management, combat corruption, develop communications measures, improve human resource management, and improve the physical examination of exports.

Nathan Associates’ experts have also been helping the make its customs legislation compliant with international and regional standards, such as the RKC and European Union standards.
