The Ministry of Transport and Public Works requested support from Nathan Associates to transform the Department of Civil Aviation into an autonomous agency, the Civil Aviation Authority.

Nathan Associates reviewed the organizational structure of the Civil Aviation Authority, including staffing requirements, organizational costs, and staff training needs, and proposed changes to adapt the previous legal framework to a modern aviation sector. These changes included a complete revision of the process for certifying air carriers, aircraft, airports, and pilots.

Nathan also proposed changes to current security and accident investigation procedures to meet standards set by the International Civil Aviation Organization (ICAO), and provided the Civil Aviation Authority with a financial analysis including traffic and revenue projections as well as a strategy for private sector participation in airport development and operations.
