Nathan provided technical assistance to the Organizational Development Component of the Lao PDR Customs Department (LCD) Customs Trade Facilitation Project aimed to enhance the training capacity of LCD. Nathan experts developed an LCD training curriculum and identified the most critical training programs for delivery by the LCD training center.

Using WCO Customs Learning and Knowledge Community (CLiKC) training materials, the project produced and validated with LCD staff a range of core training modules covering topics such as commodity coding, valuation, rules of origin, risk management, customs control, and post-clearance control. To underpin the institutional development of training and retention of training knowledge Nathan established a Training Knowledge Library for the Human Resource Department.
