Developing countries submitted negotiating proposals on various agricultural topics for WTO talks in 2001. Among the issues they advocated were binding preferential market access in developed country markets, eliminating domestic subsidies in developed country markets but allowing developing countries to use subsidies, allowing special and differential treatment when making commitments, addressing implementation concerns, and providing technical assistance.
