For the British High Commission under the Prosperity Fund, Nathan undertook a study to evaluate the relevance and impact of priority sector lending (PSL) norms for foreign banks in India. The study analyzed whether such PSL norms are the most efficient way to provide financial inclusion for vulnerable sections of the society and took a closer look at the role of foreign banks in India and how they are impacted by the PSL norms mandated by the Reserve Bank of India.

The study uses a mixed method approach involving stakeholder interactions, international case studies, and analysis of secondary data to assess the impact of these regulations on banks and their functioning. Based on this analysis and the understanding of ground realities facing India, recommendations were provided on changes that could be made to the regulations to promote access to finance for the priority sectors.
