The Millennium Challenge Corporation (MCC) recently implemented the Access to Markets Project in Benin and the Port of Praia Expansion and Modernization Project in Cape Verde. Nathan consulted government counterparts and port authorities to conduct a performance evaluation and impact assessment of these projects to present to the MCC.

Nathan developed causal models and indicators, and rigorous, but practical, methodologies associated with feasible impact evaluation designs capable of accurately capturing the outcomes/impacts of the port rehabilitation and operations in each country. In addition to fieldwork and stakeholder workshops, Nathan gathered data through extensive literature review. Nathan evaluated the economic, financial, and logistical aspects of port rehabilitation, throughout processes, construction and port labor markets, and shipping markets in the region to develop conclusions regarding the impact assessment of Benin and Cape Verde ports.
