The Millennium Challenge Corporation (MCC) engaged Nathan through a two-year advisory services contract to provide gender and social inclusion (GSI) assessment and project design services in support of its Compact with the Government of Cote d’Ivoire (GoCI).

Through both desk-based literature reviews and fieldwork in Abidjan and Bouake, Nathan’s in-house experts on gender, legal and institutional reform, and employment developed a social and gender inclusion assessment that identified and rigorously analyzed constraints to women’s access to economic opportunities in the education, industrial land, and transport sectors.

Using Nathan’s gender analysis tool, the Gender Assessment Checklist and Methodology (GACM), our team focused on constraints to women’s economic empowerment and opportunities for MCC to address those constraints through gender-responsive Compact programming. In the second year of the contract, Nathan staff are translating opportunities identified in the assessment into actionable project design recommendations.
