Under the Asian Development Bank’s Chittagong Port Trade Facilitation project, Nathan has helped the Chittagong Port Authority
- design a container terminal management system and a management information system for reporting and billing
- develop a bid package for contracting system design to a qualified vendor
- solicit proposals for system installation
Nathan assessed the organizational structure of the port authority, including container operations, operational control procedures, work flow, and computerization. Because most management systems are designed for terminals with predictable work flow, we proposed operational options to facilitate computerization.
We then assessed strategies for implementing computerization. Proposed changes and upgrades were intended to remove nonessential operations from the terminal so it could be reorganized and operated in a controlled environment using a modern operations control system. Once an installer is selected we will oversee system implementation.
