Nathan Associates analyzed the international best practices for issuing flexible spectrum licenses, auctioning licenses, setting user fees on spectrum, and exempting frequency bands from licensure. Creating case studies, Nathan analyzed how Colombia, Peru, and Thailand had applied market mechanisms to managing frequency assignment. These case studies became a resource for APEC-GOS, which works on reducing trade barriers and eliminating unnecessary regulatory obstacles to growth in services.
