Alameda Municipal Power (AMP) is a California municipal utility with a strong commitment both to affordability and sustainability. AMP retained Nathan to support a new program for electric vehicles (EVs) in its territory, which included a new charging tariff. The utility was motivated by several objectives – serving the needs and preferences of its customers, addressing environmental issues by promoting electrification, and maintaining equitable and reasonable rates. Nathan analyzed customer data, reviewed practices at other utilities, assessed how customers would react both near-term and long-term to new proposed rates, estimated the costs and benefits for different classes of customers – including owners of various types of EVs, developed specific recommendations for a new program and tariff, and forecast the impact on future adoption and use of EVs. The analysis was presented to the Utility Board and City Council, and implementation is planned following necessary changes in the utility’s IT system.
