The Tanzania Airports Authority (TAA) sought help in examining commercial financing and public-private partnership (PPP) options for development of Tanzania’s airport infrastructure. The World Bank contracted with Nathan Associates to examine financing options, including PPPs, for the authority’s airport expansion and long-term investments.

Those plans included development of the new Terminal 3 at Julius Nyerere International Airport as well as expansion and modernization of 10 additional airports. Nathan reviewed commercial financing options, a process that included interviews with banks and donors and development of a shadow credit-rating for the TAA.

Additionally, Nathan performed an in-depth financial analysis of the TAA and the 11 airports, developing long-term traffic and revenue projections. Based on this analysis, Nathan explored PPP options for meeting the TAA’s airport development objectives and financial requirements for all 11 airports.
