Douglas Muir is the Chief of Party on the USAID Moldova Structural Reform Program, implemented by Nathan. Mr. Muir is an international commercial lawyer with over 20 years of professional experience; he has a law degree and a Masters degree from Yale University.  His particular areas of expertise include trade facilitation, regulatory reform, and capacity building in both government and civil society.

Mr. Muir has previously served as Chief of Party for large USAID commercial law and economic reform projects in Moldova and Armenia. As COP for the USAID Business, Tax and Economic Reform (BIZTAR) Project, Mr. Muir achieved quantifiable success by increasing Moldova’s World Bank Trade Across Borders ranking by 17 places through carefully drafted and implemented reforms at the Customs Services, State Tax Service, and Chamber of Registries. Mr. Muir has also held key advisory and managerial positions on projects for USAID, UNDP and other donors in Serbia, Romania, Kosovo, the West Bank and Tajikistan, and has worked as a short-term technical advisor in more than thirty different developing countries across Eastern Europe, Central Asia and the Middle East.
