February 26, 2013–On Thursday, March 14, 2013, Lex Rieffel and James W. Fox will present the findings of their report on foreign aid and Myanmar at the Brookings Institution. Nathan Associates sponsored the report in memory of Robert Nathan’s contributions to Burma’s development planning of the 1950s and 1960s. And as Myanmar steps up its pace of reform and donors flock to the country, we thought it apropos to explore the pitfalls as well as the benefits of foreign aid for countries in transition.

A panel discussion of the report and broader issues will follow the presentation. Panelists include Joseph Yun, acting assistant secretary of State for East Asian and Pacific Affairs, and David Steinberg, distinguished professor in the School of Foreign Service at Georgetown University. Alex Shakow, former USAID assistant administrator for policy and program coordination and former executive secretary of the IMF-World Bank Development Committee, will moderate. Panelists will take questions from the audience.

Lex Rieffel has been affiliated with Brookings since 2002 and was earlier employed by the International Paper Company, USAID, the U.S. Treasury Department, and the Institute of International Finance. James Fox has worked as an independent analyst and consultant since retiring from USAID in 1999, where he was Chief Economist for the Latin American region and led USAID’s central evaluation unit for economic growth projects. Both authors began their careers in international development in the U.S. Peace Corps.
