Nathan currently implements the Millennium Challenge Corporation (MCC) Gender and Social Inclusion (GSI) Energy Sector Consulting Services contract, which is due to close in March 2023. Under this contract, Nathan provides technical support and advisory services to MCC in integrating gender, social inclusion, and poverty reduction considerations into the development and implementation of energy projects under MCC compacts and threshold programs.

Nathan is seeking mid- to senior-level gender and social inclusion (GSI) and energy consultants for a follow-on MCC GSI energy activity.

The GSI and Energy Specialists will provide demand-driven support to the MCC GSI Practice Group in integrating gender and social inclusion considerations into the analysis, design, implementation, and monitoring of energy compacts and threshold programs. Country programs to be supported include The Gambia, Sierra Leone, Zambia, and Belize in the initial years, and possibly additional countries in later contract years. Travel may be required.

Job Description:
  • Perform gender and social inclusion analyses, including rapid field appraisals.
  • Provide on-demand technical and capacity building assistance to ensure that gender and social constraints and inequalities are fully considered in MCC energy projects, specifically related to the following anticipated areas of focus:
  • Governance, institutional strengthening, and capacity building;
  • Infrastructure investment along the entire energy supply and distribution chain;
  • Increased supply of lower cost and lower carbon electricity;
  • Access, affordability, and productive use of electricity.
  • Experience guiding and undertaking technical analysis and integration of social inclusion and gender issues in project designs, assessments, management plans, studies, and in procurement and contract documents.
  • Significant experience in countries and/or regional experience in The Gambia, Sierra Leone, Zambia, and/or Belize.
  • Demonstrated excellence in writing reports, including social and gender assessment, detailed field reports, and implementation documents.
  • Demonstrated experience designing project activities that address gender and social inequalities in the energy sector.
  • Prior experience working for international development donor organizations
  • Advanced professional proficiency in speaking, reading, and writing in English. Preference will be given to consultants with proficiency in relevant languages (official and local languages).



  • Work experience and demonstrated expertise in strengthening energy-related legal and regulatory environments, energy-related policy and planning environments, infrastructure investments in power system operation and reliability, electricity access and affordability, productive use of electricity, and/or lower carbon electricity supplies—with significant experience addressing these issues from a gender and/or social inclusion perspective.
  • Expertise in economics, social and cultural analysis, engineering, and/or other relevant disciplines.
  • Expertise in social and gender analysis of the role, function, and capacity of energy utilities, regulators, and other institutions.
  • Experience in inclusive stakeholder engagement.
  • Ability to work in teams with different technical experts (including economists, engineers, environmental and social safeguards specialists, and relevant sector experts), government officials, non-governmental organizations (NGOs), community organizations, and other stakeholders.
  • Prior experience working for the Millennium Challenge Corporation.
