Nathan is seeking a Director, Program Operations for its International Development (ID) and Infrastructure, Project Development, and Finance (Infrastructure) Business Lines to lead and coordinate program operations across each of our four technical groups. The Director will develop standardized program management and operations procedures and systems consistent with Nathan policies ensuring efficient operations and compliance with U.S. government (USAID, MCC, USTDA, etc.) and other multilateral donor rules and regulations. The Director will collaborate internally across the business line with the SVP, Group VPs, project teams, contracts, accounting, IT, and HR.

Job Description:
  • Participate in the establishment and execution of standardized program management processes and systems for international development programs implemented globally;
  • Lead in the design and implementation of standardized protocols and processes to support robust adherence to USAID and other U.S. government agency and donor rules and regulations;
  • Participate in the seamless and efficient start-up and close-out of USAID and other donor field projects (including establishing overseas operations);
  • Lead the International Development Annual Operational Planning process including budget and revenue forecasting and monthly project and financial tracking;
  • Develop standardized project management tools for activity planning, deliverable tracking, financial management, and reporting;
  • Lead the standardization and management of grants under contracts (GUC) programs, including providing support for the drafting or updating of project grants manuals and the development of grants management processes;
  • Participate in upgrading and compliance with Nathan’s corporate and field office security protocols and procedures;
  • Conduct regular internal contract reviews and oversee completion of action items;
  • Serve as the main point of contact for program operations and an advisor and resource for home office and field office project teams;
  • Serve as the Project Director for strategically important programs, as directed;
  • Proactively engage and collaborate with contracts, accounting, IT, and HR to ensure efficient project execution;
  • Represent Nathan with clients (as necessary) and at industry, client and partner events;
  • Contribute to business development and corporate initiatives, as necessary.

  • 15+ years of relevant work experience in program management with direct USAID field project operations.  The ability to support a growing network of global field project teams in Asia, Africa, the Middle East, and Latin America.  
  • Experience with other US government agencies (MCC, USTDA, DFC, State, etc.) and international donors (World Bank, DFAT, IDB), preferred.  
  • Prefer candidates with direct experience managing U.S. government contracts operated overseas and valued at more than $25 million.  
  • Experience establishing and contributing to efficient and cost effective project and financial management policies, procedures, processes, and systems.
  • Grants, subcontractor management, and financial management skills required.
  • Demonstrated leadership, decision-making, teambuilding, and management skills.
  • Excellent writing and communications skills. MBA, M.A., or M.S. degree in relevant field, preferred.
  • Foreign language skills a plus.
  • Must be eligible to work in the United States
