Deputy Chief of Party, Women’s Empowerment Activity

Background:

Nathan Associates, with EnCompass LLC and its partners Integrated International (INTEGRATED) and JoWomenomics, are supporting the USAID/Jordan Women’s Empowerment Activity (WEA), which will contribute to increasing women’s access to waged employment and leadership opportunities in Jordan. This will be done through three interlinked and equally important performance objectives:

  1. Improve women’s access to jobs in the private sector and leadership opportunities in the private and public sectors;
  2.  Improve supported perceptions, practices, and advocacy; and
  3. Stimulate and enforce more equitable, safe, and accessible working environments.

Job Description:
  • Serve as Chief of Party during the absence of the incumbent
  • Closely assist the Chief of Party in managing relations with the USAID Contracting Officer’s Representative on technical assistance planning, especially liaising with counterparts
  • Ensure technical interventions are of high quality and adhere to global standards, national policies, and best practices in women’s employment and economic empowerment.
  • Ensure the adaptation and integration of emerging knowledge and innovative solutions within Activity interventions
  • Promote a common understanding of the Activity among implementing partners to avoid duplication of, strengthen, and supplement other USAID programs
  • Identify and collaborate with private sector leaders and firms to increase women’s employment and leadership opportunities, promote safe and inclusive work environments, and implement corporate policies that are inclusive and adhere to national policies
  • Provide technical leadership and strategy in women’s employment, including strategies to promote women’s waged employment and advancement through private sector partnerships, policy advocacy, reform, and implementation, economic empowerment, social and gender norms change, community mobilization, and market systems development approaches
  • Oversee the selection and engagement of local partners and short-term experts, as well as technical team development, training, and execution of interventions
  • Oversee the development of all technical deliverables
  • Work closely with the Chief of Party, MEL and CLA Director, and Finance and Administration Director on Activity reports, annual work plans, and budgets
  • Supervise Government Lead, Private Sector Lead, and Community Lead

Qualifications:
  • MA degree in economics, social sciences, international development, management, or a related discipline and 5+ years’ experience in a relevant senior management, supervisory, technical role on donor-funded contracts; or bachelor’s degree in aforementioned fields; or related discipline and 10+ years of aforementioned experience
  • Practical experience working on women’s employment and leadership in the private sector through policy, enabling environment reform, social norm change, advocacy campaigns, and skill building activities in Jordan and the region
  • Citizen or permanent resident of Jordan
  • Directly relevant experience in designing and implementing women’s employment programs in the areas of job market access, policy reform and implementation, addressing harmful social norms and traditions, and enhancing a workplace enabling environment
  • Excellent organizational, analytical, and oral and written communications skills in English
  • Demonstrated supervisory and program management skills in women’s employment and economic empowerment programming, and ability to work well on a team
  • Fluency in written and spoken English and Arabic required
