Nathan Associates is actively seeking a Deputy Chief of Party (DCOP) for the anticipated USAID Trade Central Asia activity. This five-year program seeks to improve region-wide trade connectivity and harmonization to accelerate economic growth and increase economic opportunity in Central Asia (and Afghanistan). The program will implement regional activities throughout the five countries of Central Asia: Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, and will support connectivity with Afghanistan.

The primary role of the DCOP will be to assist the Chief of Party (COP) in managing project implementation and support the implementation of all technical assistance to meet the objectives of the program: harmonizing customs and border procedures, increasing public-private dialogue on regional trade and investment issues, and increasing firm-to-firm connectivity.

The DCOP will report to the Chief of Party (COP).

Job Description:
  • Provide assistance to COP on operation management of the program;
  • Contribute to the strategic planning and development of technical scopes of work for the implementation of the program's activities on trade facilitation, customs and border procedures;
  • Provide technical leadership on procedural, regulatory, and capacity building issues to implement results-based activities;
  • Ensure an integrated vision among different components and actors in the public sector and establish and maintain relationships with government officials, private sector, and civil society actors;
  • Supervise the technical and administrative staff with a strong, competent direction in a fast-paced environment;
  • Lead a team of experts who will facilitate legislative and institutional reforms related to trade facilitation and customs modernization in Central Asia;
  • Plan, manage and supervise the training activities of the program; and;
  • Serve as Acting COP in the COP's absence.

Qualifications:
  • Master’s degree in business administration, international development, international trade, trade policy, law, economics, or similar field (Bachelor’s degree with more than 10 years of experience in field may be accepted);
  • At least ten years of experience in supervising/managing the implementation of technical assistance programs (inclusive of USAID), managing technical experts and administrative staff;
  • Previous experience working on trade policy/trade facilitation issues required; Experience in customs-related topics is preferred but not mandatory;
  • Demonstrated ability to interact professionally with a wide range of stakeholders (i.e., host government counterparts, local governments, private sector, NGOs, and other donors) to promote and leverage technical assistance efforts.
  • Proven ability to anticipate challenges and work on sensitive issues to contribute to the success of the program;
  • Proven leadership and communication skills, including the ability to manage complex issues and solve problems as well as exercise considerable analysis and judgment to identify solutions;
  • Experience working on regional trade programs preferred;
  • Excellent oral and written communication skills;
  • Extensive experience in the former Soviet Union, Central Asia, or other countries with former centrally planned economies; and
  • Fluency in English and Russian required. Fluency in a Central Asian language highly preferred.
