Background:

The Contracts and Pricing Office supports the firm’s International Services Line of Business through five primary functions: (1) authorizes the firm’s employees to perform services; (2) interprets government and client rules, regulations, and requirements; (3) acts as the authorized point of contact with the firm’s clients on all contractual matters, specifically those issues that affect the firm’s ability to maintain successful financial and technical performance; (4) oversees project-specific procurement activities for goods and services through individuals or other companies; (5) prepares the firm’s financial/business proposals. 

The Contracts and Pricing Administrator will support the Contracts and Pricing Office in providing a full range of contract administration services in support of the firm’s International Services Line of Business.


Job Description:
  • Provide full-cycle contractual management of a portfolio of the firm’s contracts;
  • Guide project staff and advise senior management on contractual issues based on knowledge of contractual documentation, federal regulations (FAR, AIDAR, CFR and OMB Circulars), and Nathan policy;
  • Review, improve, or develop policies and procedures to facilitate adherence to Federal regulations and contract terms;
  • Prepare Nathan’s contractual correspondence with the firm’s clients/contracting officers, including salary and consultant rate approvals, budget revisions, project specific procurement, subcontracts, and waivers;
  • Review and negotiate contracts, subcontracts, and modifications thereto;
  • Work with project staff to monitor prime contract performance;
  • Contribute to special reports developed for senior management;
  • Prepare and conduct project “kick-off” meetings, including delivering detailed briefings to the project and accounting teams that will assume administration of the contract or subcontract following the award;
  • Contribute to preparation of SF294 (Subcontracting Report for Individual Contracts) and SF295 (Summary Subcontract Report);
  • Lead development of complex business proposals, ensuring compliance with the funding agency’s pricing requirements and presentation formats. Develop budgets, budget notes, representations and certifications; research the FAR, AIDAR, and any other cost related matters as required by the solicitation;
  • Carry out detailed quality control reviews of budgets and business proposals developed by other members of the Contracts Administration group;
  • Other duties/special projects as assigned.

Qualifications:

 

  • Bachelor’s degree in one of the following or related fields: business and business administration, international business and law, or finance
  • Advanced degree or contract management certificate preferred or willingness to enroll enrolled in contract administration program/courses;
  • Minimum of four years of relevant experience in contract management and/or business proposal pricing preparation required, experience in USAID contracting preferred.
  • Full range of contract administration experience including award negotiations, subcontractor management, procurement, performance auditing, and dispute resolution;
  • Knowledge of Federal Government regulations FAR, AIDAR, Federal Travel Regulations, multi-lateral banks  procurement regulations and Contract vehicles such as IQCs, CPFF, Time & Material, and GSA contracting vehicles;
  • Proficient in Excel, MS Word, and other computer systems;
  • Excellent oral and written communication skills;
  • Excellent organizational skills, ability to work independently, assess priorities, and manage a variety of activities, paying attention to detail under tight deadlines and heavy workloads;
  • Must be legally eligible to work in the US.
